I think that the obvious answer here is yes, as that is the stated aim of ICAO to ensure that the representation of Data and Information in chart form is as consistent across the world as possible.
Is this achievable currently: Currently Not by States! the production methods employed across the world are so variable that the symbology is always different in some regard to the ICAO spec and quite widely from one state to another.
Is this achievable for pilots to view: Absolutely, pilots are used to getting charts with consistent symbology across all countries. BUT IT IS PROVIDED BY 3rd PARTY DATA and CHARTING COMPANIES, like JEPPESEN, LIDO and NAVBLUE.
It would also be achievable through the use of AMDB, AIP and IFP Datasets, and a consistent data visualiser or viewer.in conjuction with a community standard for symbology that could be applied by willing states.
